Comey adds, "Based on our review, we have not changed our conclusions that we expressed in July with respect to Secretary Clinton," upholding the FBI's previous announcement that Clinton would not face charges for her use of a private email server while Secretary of State.

At the time, Comey slammed Clinton and the State Department for being "extremely careless in their handling of highly classified information." But now it's Comey who appears to have been careless.
The FBI director kicked up a hornet's nest of controversy a little over a week ago when he suddenly announced the investigation was being reopened after new emails were found on "electronic devices" that belonged to Abedin and Weiner.

The problem was that Comey neither notified Congress of his new findings, nor said what the emails were specifically about when he made the announcement. Clinton, also caught flat-footed by the announcement, called for a full release of details.
When the actual details were announced, proving it was all much ado about nothing, Comey faced stiff backlash, including accusations that a nonpartisan government agency was playing electoral shenanigans by trying to affect the outcome of the election.

Comey's "LOL JK" letter surely won't stem the tide of such accusations, though the results were released before the election. Clinton's press secretary Brian Fallon responded to the new letter on Sunday afternoon.
